To fix this problem go to the same folder that you stated "Steam\SteamApps\workshop\content\4000" BUT just go to workshop and then delete the file named appworkshop_4000 while your steam is EXITED and then start it and you should have no downloads (unless how ever you are downloading a game or update) Oh yeah, I forgot to mention that the problem got fixed by itself.This article will teach you how to prepare and upload an addon to the Steam Workshop. It keeps eating up all of my Hard Disk space. I tried pretty much every suggestion besides reinstalling the game because I'm not going to reinstall the whole game just for a bug in the servers that will probably be fixed soon.
